ANNOUNCEMENT Figure Skating 13th Winter European Youth Olympic Festival 11-18th February 2017 Erzurum,Türkiye 1. GENERAL REGULATIONS The competition will be conducted in accordance with the ISU Constitution and General Regulation 2016, the Special Regulations & Technical Rules Single & Pair Skating and Ice Dance 2016, as well as the pertinent relevant ISU Communications and valid decisions of the ISU Congress Participation in this competition is open to all competitors who belong to a NOC and all participating skaters must be members of an ISU Member, and qualify with regard to eligibility according to Rule 102, provided their ages fall within the limits specified in this Announcement. In accordance with Rule 109 of the ISU General Regulations all Skaters although having nationality of the Member which they represented, have in the past represented another Member, must produce an ISU Clearance Certificate. Passports of all Skaters, as well as the ISU Clearance Certificate, if applicable, must to be presented at the accreditation of the event for verification. PARTICIPATION ( EOC RULES 3 ) For Participation in Winter European Youth Olympic Festival, the provisions of the EYOF Charter and its by laws apply. Any competitor in the EYOF must be a national or citizen of the country or territory of the NOC which is entering him/her or have the right of being a national or citizen of such country when the competitor reaches the legal majority of age. In any case, the NOC must, on the request of the Organising Committee or the EOC, duly prove the nationality, citizenship or right to obtain one or other by the competitor. A NOC which wishes to enter an athlete who does not meet these criteria, must submit a written and detailed request to the EOC EYOF Commission not later than four months before the date of the Opening Ceremony. 2. TECHNICAL DATA 2.1 Venue : Main Arena : Yenisehir Ice Arena Palandöken, Erzurum an indoor ice rink, ice surface of 60X 30 m, air conditioned & heated Distance from Hotels and airport ; approx.11 km / 15 min. by shuttle 2.2 Categories & Age Limits : Singles, Junior girls and boys : Athlets must be born between 2.3 Events GIRLS Short Program The required elements to be skated are those listed in ISU Technical Rules Single & Pair Skating 2016 Rule 611, paragraphs 1 and 3 for 2016/17. Duration : 2 min.40 sec. +/- 10 sec. Free Skating In accordance with ISU Technical Rules Single & Pair Skating 2016, Rule 612 and the respective ISU Communication. Special attention should be paid to the well balanced program and the element value. Duration: 3 min.30 sec., +/- 10 sec. BOYS Short Program The required elements to be skated are those listed in ISU Technical Rules Single & Pair Skating Rule 611, paragraphs 1 for 2016/2017 Duration : 2 min / - 10 sec. Free Skating In accordance with ISU Technical Rules Single & Pair Skating 2016, Rule 612 and the respective ISU Communication. Special attention should be paid to the well balanced program and the element value. Duration: 4 min., +/- 10 sec. 2 2.4 Participation Per Noc Team Members per NOC max. 1 girl max. 1 boy max. 2 Team Officials ( one for girl one for boy) max.1 judge 3. ENTRIES 3.1 Entry Dates and Deadlines The final entries by numbers indicating the number of skaters in the disciplines concerned must be submitted by each National Olympic Committee ( NOC ) not later than 31th October The entries by names indicating the names of skaters in the discipline concerned must be submitted not later than 10th January 2017 by the NOCs in the Online EYOF Accreditation and Registration System (RAS). For inquiries regarding entries : 3.2 Entries Judges ISU members, (NOCs) that have entered a skater must nominate one ( 1 ) international or ISU judge.the nomination of Figure Skating judge must be indicated in the final entry by numbers to be submitted by 31 October A simple form in (RAS) indicating the name of the judge, gender and his/her nomination for either boys, girls or both competitions must be submitted by the NOC by 10 November 2016 to the Organizing Committee. The full judge s registration data must be submitted by relevant NOC in the RAS by 10th January One judge can be nominated by NOCs : - For Girls competition ( if NOC has an athlete in this competition ) - For Boys competition ( if NOC has an athlete in this competition ) - For Both ( if NOC will enter athletes in both competitions ) Composition of Judges Panel (s ) Each Panel of Judges will consist of a maximum 7 judges. During the CHEF DE MISSION SEMINAR ( November 2016 ) there will be a draw for the judges. The draw will be made in the presence of the Chefs de Mission, and will be supervised by the Technical Delegate. 3 There will be two draw sessions : - GIRLS PANEL : First there will be a draw for the Girls competition panel which is the first event from the judges proposed only for Girls event and the ones proposed for both. ( Girls and Boys ) - BOYS PANEL : Second there will be a draw for the Boys competition from the judges proposed only for the boys event and the ones proposed for both and were not drawn for the Girls Panel judges will be drawn and the remaining will be drawn as substitutes. After the judges draw NOC s will be informed about the substitutes. The seating order will be drawn 45 minutes prior each segment of the category. 4. PRACTICE Official practice for Competitors begins on Sunday 12th February The detailed schedule will be issued at the time of registration. According to ISU Regulations 540 paragraph 4, after registering at accreditation for an event, Competitors may not practice at a rink other than official rink or rinks. 5. MUSIC/ PLANNED PROGRAM CONTENT ( PPC ) All competitors shall provide competition music of excellent quality on CD format, in accordance with Rule 343, paragraph 1. All discs must show the competition event, competitor s name, the Nation and the exact running time of the music ( not skating time) including any starting signal and must be submitted at the time of the registration. Each program (short or free program) must be recorded on a separate disc.a simple music form for the programs of each competitor indicating the name and the duration of the music will be submitted by NOCs to OC not later than 10 January If music information is not complete or/and the music is not provided accreditation will not be given. It is mandatory that for each competitor the official Planned Program Content Sheet in RAS to be uploaded together with music form and must be submitted by NOCs to the EYOF OC and simultaneously to Turkish Ice Skating Federation (e mail : not later than 10th January The program content sheet must be filled in precisly of each skater in English, using the terminology for the elements listed in the respective ISU Communication. 4 6. RESULTS The marking system (ISU Judging System) as described in ISU Technical Rule Single & Pair Skating and Ice Dance 2016, Rule 352 and Rule 353 (Determination and publication of results) will be used. 7. FLOWER/ MEDAL CEREMONIES Flower ceremonies will take place for the three best placed skaters after the conclusion of each final event ( approx.in 15 minutes ) on ice at the venues on Wednesday 15th February Medal ceremonies will take place also for the three best placed skaters at the Ceremony Center on Thursday 16th February Gold, Silver and Bronze medals will be presented to the medalists. 8. MEDICAL SERVICE DURING THE COMPETITION A fully equipped medical room, with one medical doctor and emergency medical technicians will be set up to attend emergencies during the practice and competition. An Ambulance service will be available throughout the practice and competition time, if transportation to the hospitals is needed. 9. ANTI DOPING CONTROLS The Anti-Doping tests will be conducted in accordance with the Hacettepe National Anti Doping Center of Turkey and the European Olympic Commimitte ( EOC ). The EOC will be fully informed of all resultswithin defined timeline.in the case of positive doping test, the rules of EOC/ NADC will apply. More detailed information will be handed to the Chef de Mission at the Chef de Mission Seminar in November ROUND TABLE DISCUSSIONS All Round Table Discussions are scheduled on the following day of the respective final Free Skating event, planned on Thursday 16th February 2017 in the morning.judges are responsible to make their travel arrangements in order to be able to attend the respective Round Table Discussions. 5 11.
