In this booklet Rally Guide, we have outlined all the information you will need ahead of this year s Troodos Rally. Organised by the Cyprus Automobile Association (CAA) and sponsored by the Cyprus Tourism Organisation, Chevrolet and Valvoline, the 2006 Troodos Rally is set for 26 th -28 th October, and promises a weekend packed full of excitement. Based in the island s cosmopolitan capital Nicosia, there s plenty of opportunity for rally fans to get to enjoy the action. Yours sincerely, Nayia Kontopoulou Clerk of the Course 2006 Troodos Rally 1.2 EVENT HISTORY AND EVENT OVERVIEW The beautiful holiday island of Cyprus has a unique role in international motorsport, forging a link between the FIA s World and Middle East Rally Championships by hosting an official round of each. The WRC rally is, unsurprisingly, the event which attracts the most international media attention, placing Cyprus in the forefront of the cut-and-thrust of modern motorsport. But since its inception in 2000, the Troodos Rally has provided rallying thrills and spills to match its more illustrious cousin, as well as providing an excellent opportunity for local and regional talent to shine. An official round of the FIA Middle East Rally Championship (or MERC, as it s more commonly known), the Troodos Rally is held every autumn and sees many of the region s best drivers arrive in Cyprus for a weekend battling it out on the challenging roads and tracks of the island s major mountain range. Typically held late in the MERC calendar, the Troodos Rally has often proven vital in the quest for the championship title, with many a campaign won or lost in the Cyprus sunshine. Attracting exceptional talent from Cyprus and the region, the event has proven a popular event, with local drivers such as Andreas Tsouloftas and Andreas Peratikos both taking victory here. The two most recent events were won by Qatar s Nasser Al-Attiyah. Like the WRC Cyprus Rally, the Troodos Rally is considered one of the toughest events in its championship, with the punishing stages proving a real test of man and machine. Attrition rates are often high, with the 2004 event seeing just 13 of 37 teams finishing! As a result, the event is often unpredictable and capable of providing surprises, making the event that much more exciting for fans and that much more challenging for the competitors. INFORMATION ABOUT THE SERVICE PARK The Service Park will be located at the Cyprus State Fair in Nicosia.. The G.P.S.reference for the Service Park is: N and E Type of Surface The Service Park will be located on flag-stones TC IN / OUT with numbers The Service Park TC IN / OUT numbers is mentioned in the Road Book. 6.2 FACILITIES AT THE SERVICE PARK Organisers have foreseen the following facilities at the Service Park venue for the competitors: General Security / General Lighting / Public Toilets / Waste Collection 6.3 ACCESS TO THE SERVICE PARK During the rally, only vehicles having affixed the plates (service, auxiliary), distributed by the organisers, will be allowed to enter the Service Park. These plates should be affixed on the left side of the front windscreen (co-driver s side) Service, auxiliary plates will be distributed during material collection Access times for Teams to the Service Park: Thursday October 26 th 08:00 to 22:00 Friday October 27 th 07:00 to 21:00 Saturday October 28 th 06:00 to 20: A separate auxiliary parking will be provided for all competitors All entrants will be allocated at an area 8mX10m During services all competitors should used a protective cover as to avoid any marks on flag-stones. RECONNAISSANCE 7.1. Procedure for registratrion The reconnaissance timetable and the reconnaissance time cards will be available on Tuesday 24 th October 2006 at the rally HQ When registering for reconnaissance one of the crew members must be present to sign an indemnity and register the details of the reconnaissance cars, mobile telephone number and contact details of the place of residence Reconnaissance car identification numbers must be attached to the front windscreen (top centre) and on the right and left rear side windows. They must be kept visible for the duration of the reconnaissance period Crews are authorized to drive a maximum of two (2) times through each special stage during the reconnaissance period in accordance with the timetable to be issued in Rally Guide and/or an information bulletin. When a special stage is used more than once in the same configuration only a total of 2 passes will be permitted Schedule Reconnaissance will take place according to the following schedule: Tuesday 24 th October Leg 1 Wednesday 25 th October 2006 Leg 2 (reconnaissance schedule will be issued in Rally Guide and or an information bulletin) 7.3. Specific restrictions a. It is emphasized that reconnaissance is not practice. The competitors must drive in a manner that does not endanger or cause inconvenience to traffic or people living near the stages. All road traffic laws of Cyprus must be strictly complied with and the safety of other road users must be respected. b. Crews will not be allowed to drive in the opposite direction of the rally route on special stages. c. Crews are required to present their reconnaissance time card at the start and finish of all special stages. Crews will only be permitted to enter and leave special stages through the start and finish controls. d. The presence of any entrant and/or crew member entered in the rally on any part of a special stage, in any way whatsoever, is considered as reconnaissance. Reconnaissance outside the schedule set by the organizers is considered as a very serious offence and will be reported to the Stewards who may apply penalties at their discretion. e. Reconnaissance will start on Tuesday 24 th October 2006 and will finish on Wednesday 25 th October This regulation applies to all crews. If before Tuesday 24 th October 2006 or after Wednesday 25 th October 2006 any crew and/or competitor is found on any part of any special stage to be used in the rally, he or she will be reported to the Stewards. Reconnaissance schedule will be issued in Rally Guide and/or an information bulletin. If this involves a driver whose parent ASN is that of the country organizing the event, he or she will be subject to national suspension. In the case of a foreign licensed competitor/crew, he or she will be reported to the respective ASN which will take appropriate action. f. All reconnaissance for all crews may only be carried out using series production cars with two or four wheel drive. Reconnaissance cars must be covered by insurance as required by the laws of the country concerned, no responsibility being imputable to the organizers. g. The maximum speed limit of 60 kph ( or as specified) is imposed on all special stages during reconnaissance unless the organizers introduce a lower speed limit. h. Any infringement of the reconnaissance regulations will be reported to the Stewards who may impose penalties under article 152 of the FIA International Sporting Code. Furthermore, the Stewards may report the competitors concerned to the FIA for possible further sanctions Registration for reconnaissance Registration for reconnaissance will take place as stated in the Rally Guide and/or an information bulletin. At that time reconnaissance number plates, time cards and time schedules will be issued. ADMINISTRATIVE CHECKS 8.1. Location The Preliminary documentation will take place on Tuesday October 24 th :00-13:00 hours.. The administrative check will take on Thursday October 26 th :00-17:00 hours at the Peugeot Garage in Nicosia Documents to be presented: The following will be checked at the administrative check: - Drivers and co-drivers competition license. - Drivers and co-drivers road license. - Entrants license. - Authorization from the drivers ASN to take part in the rally - Information given on the entry form. - Insurance cover (third party) for the rally car - Documents and registration papers for the rally car. 9. SCRUTINEERING The Administrative Check must be completed prior to Scrutineering Location Scrutineering, sealing and marking will take place on Thursday 26 th 2006 at the Peugeot Garage in Nicosia. Both crew members have to attend the administrative checks. However FIA A and B seeded drivers may appoint a representative and/or a team manager (duly assigned in writing) for their entries Times/Schedule From 14:00 to 17:00 hours, according to a time schedule given at the preliminary documentation Scrutineering provisions: - Cars must be presented to the scrutineers with the competition numbers, rally plates and optional advertising affixed on the car before entering the scrutineering venue. - The use of silvered or tinted film, complying with Appendix J, Article , is authorized on the side as well as the rear windows. - The presentation of the competing vehicle homologation dossier, complete, and the correlated appendices for vehicles in Group N and A in scrutineering is Compulsory.
