UQÀM International UQAM INTERNATIONAL REVIEW The UQAM Office of International Relations (Service des relations internationales or SRI) is pleased to present the second issue of the UQAM International Review. This information is mainly composed of information from the SRI-UQAM bulletin and news from the UQAM International Website. This review aims to gather relevant information to provide an overview of the different components of the UQAM Office of International Relations and to promote the Office. UQAM S INTERNATIONAL MISSIONS In 2012, members of the Université du Québec à Montréal Office of International Relations have led missions across the globe, in countries such as China, Thailand, India, Brazil and the United States, where they represented UQAM at international conferences with the objective of developing partnerships with universities in particular with those that have French programs. UQAM s Mission in Asia China The Director of International Relations at UQAM carried out a mission in Asia from February 22nd to March 2nd, 2012 in order to conclude exchange agreements with universities in China, in particular with universities which have a French department and are preparing their students to study abroad in French. This was done with the objective of meeting the growing demand of UQAM students wishing to go on an exchange to China. The mission provided an opportunity to meet with the Chinese government, to increase Université du Québec à Montréal s visibility and to ensure its accreditation by the China Scholarship Council. The Director of the SRI had fruitful discussions with several Chinese universities in Beijing, Guangzhou and Shanghai. Tentative agreements were signed with six Chinese universities. The meeting with the China Scholarship Council (CSC) demonstrated the importance of increasing awareness about UQAM. Once informed about UQAM s profile, Chinese universities invariably expressed interest and UQAM was invited to register for accreditation by the CSC. Sustained efforts with the Chinese government will continue to be necessary to ensure visibility and to be better informed about the different opportunities offered by government programs. For example, the Quebec-China scholarship program has been unable to award all the scholarships available for Chinese students (doctoral, post-doctoral and visiting researchers). This is due to the double challenge of disseminating information to Chinese students who speak French, and the apparent complexity of the application and administrative procedures. The prospect for collaborating with universities that have the most reputed French departments in China has been taking shape. This is especially important as the Chinese universities that wish to participate in student exchanges require partners and are very open to forming partnerships. French departments in China are growing steadily but only five universities offer a doctorate program in language teaching. Chinese universities must be made aware of UQAM s specific programs that may meet their needs. These include, among others, the development of a doctoral program in language teaching and the possibility of obtaining a double degree. Photo Sylvain St-Amand China Thaïlande The 7th annual APAIE (The Asia-Pacific Association for International Education) Conference & Exhibition was held from April 4th to April 6th It was organized by Mahidol University in Bangkok, Thailand. An official in charge of student mobility from the Office of International Relations as well as a representative from the École des sciences de la gestion (School of Management) were there to represent UQAM with the purpose of developing new partnerships with universities from the Asia-Pacific region. UQAM International Review / Volume 2 - Issue 1 - August page 1 Brazil UQAM aims to increase the diversity of its student exchanges and opportunities for research. (Bulletin SRI-UQAM, numéro 24, 26 mars 2012) UQAM Missions in South America Brazil The director of the UQAM Office of International Relations and the representative in charge of relations with the Americas travelled to Brazil to attend the Conference of the Americas on International Education. The theme of the conference was Internationalization: Essential Building Block to Quality in 21st Century Education The three organizations behind the event, the Inter- American Organization for Higher Education (IOHE), the Canadian Bureau for International Education (CBIE) and the Consortium for North American Higher Education (CONAHEC), actively collaborated with new partners including the Conselho de Reitores das Universidades Brasileiras (CRUB), the Associação de Assessorias de Instituições de Ensino Superior Brasileiras para Assuntos Internacionais (FAUBAI) and the Universidade Federal Fluminense (UFF) for the 2012 edition. Brazil Representatives from UQAM also attended the annual meeting of FAUBAI - Forum de assessorias das Universidades Brasileiras para assuntos Internacionais which took place in Rio from April 22nd to April 25th, The FAUBAI provides a unique forum for dialogue among international relations managers from Brazilian universities. The projected economic environment is favourable for international cooperation with Brazilian universities. Managers of international relations from universities will be called upon to play a role in the new developments in internationalization. In addition, UQAM is particularly interested in developing partnerships within Science Without Borders (SWB), a program funded mainly by the federal government of Brazil and supported by the private sector, whose main objective is to promote consolidation and expansion of science, technology and innovation in Brazil through international exchange and mobility for students. The program allows Brazilian undergraduate and graduate students to attend UQAM and UQAM students to study in Brazil. Photo : Sylvain St-Amand UQAM is developing partnerships throughout the world to help create a network of teachers for the instruction of French as a foreign language. The process of creating an online community has begun. There, teachers will be able to find links to teaching materials, library sources, discussion forums on methodology, and information on conferences and events. Another objective is to provide students with the opportunity to come to Montreal to study French as part of an exchange program. We are contacting Brazilian universities in order to further develop this network. It is worth noting that several French-teaching networks exist already in Brazil, including the Alliance française in Sao Paulo (AF-SP). From left to right: 1. Photo : AERI, UEFS The Universidade Estadual de Feira de Santana (UEFS) held the fourth edition of the University Internationalization Workshop from June 12 to June 14, The representative in charge of relations with the Americas from the Office of International Relations at UQAM was invited to contribute to the event by presenting a workshop on Internationalization at UQAM. UQAM International Review / Volume 2 - Issue 1 - August page 2 United States UQÀM International The event aimed to help integrate areas of expertise and potential partnerships in order to expand the discussions on the implementation of an internationalization policy for the UEFS. Priority was given to understanding the integration of the internationalization policy in the current context of globalization. (Bulletin SRI-UQAM, numéro 7, 19 juillet 2012) For the region of Latin America, meetings with partners provided opportunities to conclude agreements with universities in Brazil, Mexico, Peru, Argentina, Chile, Colombia and Uruguay in all fields of study. (Bulletin SRI-UQAM, numéro 6, 12 juillet 2012) North American Mission United States Photo : Pierrick Malissard Representatives in charge of relations with the region of Europe and the region of the Americas from the UQAM Office of International Relations carried out a mission in Houston representing UQAM at the 64th Conference of the Association of International Educators (NAF- SA), from May 27th to June 1st, Approximately 9000 delegates from 95 countries attended this important meeting in the field of international education. This year, universities from Asia, Latin America and Western Europe were very well represented. Members from the Office of International Relations attended seminars and workshops related to their regional area of interest. They provided information and represented UQAM at various networking events. For the region of Europe, meetings with partners provided an opportunity to conclude agreements with universities in Germany, the United Kingdom and Belgium. Contacts were made with British and Scandinavian partners to develop new avenues in arts, Quebec literature and culture, the environment and sciences. UQAM S INTERNATIONAL AGREEMENTS DURING The Université du Québec à Montréal (UQAM) currently manages more than 500 agreements with 312 partners from 52 countries. The proportion of agreements with the region of Europe is 56% (283) the Americas 31% (155) and 13% (64) for the regions of Africa, Asia, the Middle East and Oceania. In , a total of more than 91 international agreements were signed, including 15 new and 76 renewed agreements. The number of international agreements has increased by 65%, or a total of 91, compared to the academic year which obtained a total of 55 agreements. This year, the largest number of agreements has been with France (20), followed by Brazil (14) and Spain (11). Here are the details regarding recent agreements: Africa, Asia, the Middle East, Oceania Africa Middle East A new general agreement was signed with the Institut français du Proche-Orient (the French Institute of the Near East), concerning Near East, Middle East and Arab World studies and research, for a period of 5 years. Asia China A new general agreement was concluded with the Central China Normal University (CCNU), specifically in the areas of sciences, political science, education, social sciences, economics and the arts for a period of 5 years. A new general agreement was signed with the Hong Kong Polytechnic University (PolyU), specifically in the area of teaching and research programs in the École des sciences de la gestion de l Université du Québec à Montréal (UQAM School of Management) and the corresponding programs in the Faculty of Business of PolyU for a period of five years. UQAM International Review / Volume 2 - Issue 1 - August page 3 A new general agreement was signed with Tsinghua University, specifically in the fields of business administration and project management with The Institute of International Engineering Project Management of Tsinghua University (IIEPM) and in all areas of common interest. The agreement is for a period of five years. India A new general agreement was concluded with the S.N.D.T. Women s University, more specifically between Women s University and the Institut de recherches et d études féministes (UQAM s Institute for Women s Studies and Research or IREF) in all areas of common interest. The agreement is for a period of five years. Japan Agreements with the Kyoto University of Education were renewed. There is a general agreement in the field of language and education, and the bilateral agreement for student exchanges in the fields of education and research in the Asian languages and cultures program (UQAM), the Japanese foreign language and second language programs (KUE), and the English as a second language and French as a second language programs from the UQAM language school. The agreements are for a period of three years. Viet Nam A new general agreement was signed with Nong Lam University - Hochiminh City (NLU) in the fields of education and research in agriculture and forestry for a period of five years. The Americas North America Mexico A new general agreement was signed with El Colegio de México, in the fields of academic research and education for a period of five years. South America and the Caribbean Argentine A student exchange agreement with the Universidad Nacional del Litoral was renewed. The agreement specifies that for each academic semester or year, the universities will agree on joint programs and disciplines. The agreement is for a period of five years. A general agreement was renewed with the Universidad Nacional del Litoral for all study programs subject to student exchanges and in all areas of common interest. The agreement is for a period of five years. Brazil A new student exchange program was concluded with the Universidade de São Paulo (USP), in the field of arts at the Bachelor, Master and Doctorate levels. The agreement is for a period of 5 years. A new general agreement was signed with the Universidade Federal de Uberlândia, in all areas of common interest as well as a new student exchange agreement for all programs except Administration and Communications. The agreements are for a period of three years. A general agreement was renewed with the Universidade Federal do Rio Grande do Sul (UFRGS) in areas of common interest. The agreement is for a period of 5 years. Also, a new student exchange agreement in all Bachelor degree programs except Administration and Communications was signed. The agreement is for a period of three years. A new general agreement was concluded with the Universidade Estadual Paulista «Julio de Mesquita Filho»(UNESP), to establish academic, scientific and technological cooperation programs for a period of five years. A new general agreement, specifically in the fields of humanities, social sciences, natural sciences, engineering and health sciences, was concluded with the Universidade Federal do Cearà (UFC) as well as a new bilateral student exchange agreement in all programs except those in Administration and Communications for a period of three years. A general agreement was renewed with the Universidade Federal de Santa Catarina (UFSC), specifically in the field of psychology and all areas of common interest, for a period of five years. Chile A general agreement for programs in Communications, Information Technology and Dance and a bilateral student exchange agreement were renewed with the Universidad Mayor de Chile. The bilateral exchange agreement is for UQAM students in the following programs: Political Science and Law, Social Sciences, Arts and Sciences and for the Universidad Mayor students enrolled in Education, Theatre and Film, Law, Psychology, Biotechnology, Architecture and Design. The agreements are for a period of 5 years. Colombia A new general agreement with the Universidad del Rosario in all areas of common interest was signed. The agreement is for a period of five years. UQAM International Review / Volume 2 - Issue 1 - August page 4 UQÀM International Peru A general agreement and a bilateral student exchange with the Universidad de Lima was renewed for a period of five years. Exchange programs are for students in the following faculties : Social Sciences, Communications (baccalauréat en animation et recherche culturelle [Bachelor s program in Cultural Activity and Research] only), Political Science, Law, and Sciences. Uruguay A new general agreement in all areas with the Universidad Católica del Uruguay and a new bilateral exchange agreement for students in all programs except those faculties of Administration and Communications were signed for a period of three years. Europe (regional desk) Europe Spain A new general agreement was signed with the Colegio Universitario de Estudios Financieros (CUNEF), affiliated with the Universidad Complutense de Madrid, in areas of common interest. There was also a new student exchange agreement with CUNEF, particularly for students enrolled in programs at the École des sciences de la gestion de l Université du Québec à Montréal (School of Management at UQAM) and similar programs in CUNEF. The agreement will remain in effect until either party notifies the other in writing of its intention to terminate. A new general agreement was signed with the Universidad de Salamanca (USAL) in all areas of common interest, especially in the field of Communications. The agreement is for a period of three years. A general agreement was renewed with the Universitat de les Illes Balears in all areas of common interest. Also, there was a new student exchange agreement for students enrolled in undergraduate studies at the École des sciences de la gestion (School of Management at UQAM) and corresponding programs at the Facultat d Economia i Empresa and the Facultat de Turisme provided that the programs are not subject to restrictions. The agreements are for a period of five years. A general agreement was renewed with the Universidad Pontificia Comillas in the field of Political Science as well as a bilateral exchange agreement for students of Political Science and Law at UQAM and programs in the Faculties of Law, Political Science, and Administration at Comillas, for a period of five years. A new three-year bilateral exchange agreement for ESG students enrolled in undergraduate studies at the School of Management and students enrolled in corresponding programs at the Facultad de Ciencias Sociales y Jurídicas at the Universidad Carlos III de Madrid was concluded, providing that these programs are not subject to restrictions. The agreement is for a period of three years. Finlande A new general agreement with the Aalto University School of Economics especially for the programs at the École des sciences de la gestion (ESG) of the Université du Québec à Montreal (UQAM) and the corresponding programs at the Aalto University School of Economics was signed. Also, a new student exchange agreement, specifically for programs at the École des sciences de la gestion and the corresponding programs at the Aalto University School of Economics was concluded. Both agreements are for a period of five years. France A new student exchange agreement was signed with the Université Grenoble 2 (Pierre Mendès France) for students enrolled in Bachelor and Master (1 and 2) programs in the Faculty of Law at UPMF and Bachelor and Master programs in the Faculty of Political Science and Law at UQAM. The agreement is for a period of five years. A new general agreement in all areas of common interest and a new bilateral exchange agreement were signed with the École Pratique des Hautes Études in Paris for students enrolled in common programs at either institution for a period of five years. A general agreement in all areas of common interest, particularly in the fields of political science and law, was renewed with the Université d Auvergne, de Clermont-Ferrand in France, as well as a bilateral student exchange agreement for a period of five years. UQAM International Review / Volume 2 - Issue 1 - August page 5 mobility France A new bilateral student exchange agreement was signed with the Université Lyon 2 (Lumière), for students enrolled in programs of the Department of Arts de la scène, de l Image et de l Écran (Performing Arts, Image and Screen) at Lyon 2 and the École supérieure de théâtre (Graduate School of Theatre) at UQAM, for a period of five years.
