In the coming years, one of the major issues for local self-governments will be means and sources of investment financing. This is because of soaring debt volumes that make local communities balance around their debt limits, and diminishing availability of EU funds. Local authorities will have to consider expanding debt-based means of investment financing to other instruments such as public-private partnership or the JESSICA, a joint initiative between the EU Commission, the Council of Europe Development Bank and the European Investment Bank. Kolodko - Director, Transformation, Integration and Globalization Economic Research TIGER, Poland DISCUSSION PANEL 11:00 12:15 Deficit and Public Debt as a Global Problem Before the crisis, when budget revenues were high and so was the liquidity of sovereign bonds on world financial markets, it seemed that the sovereign debt was under control. However, enormous government assistance for financial institutions caused that a major part of private sector debt changed into fast-swelling sovereign debt, while the economic slowdown was already there. While previously the threat of bankruptcy only concerned poor countries, now it turned out that developed countries were in danger, too. There is no doubt that drastic measures must be taken in order to stop, and eventually reduc, the debt. Experts say, however, this might undermine the long-term growth and stability of national economies. The European Commission offers a range of support mechanisms for the development and implementation of regional innovation policies. Border regions face deeper challenges than other regions, and thus they have developed different cooperation instruments. Promoting innovation is particularly needed in Cross-Border Territories as increasing research and innovation capacities in European border regions is prone to diminish their vulnerability towards globalisation. Sparking innovation, however, requires capital (which is threatened by the current economic downturn), skilled-labor, scientific and technological advances, and creative collaboration between government and the private sector. Innovations cannot be dictated, but they can be cultivated.
